To remove existing contradictions in the SGC-MMC Statutes regarding the establishment of the Finance Committee Chairperson

SECTION I. Short Title

This bill may be cited as “Finance Committee Chair Establishment Process of 2010”

SECTION II. Removing the Finance Committee Chairperson Selection from section 5.01 Committee Structure, due to its conflict with Section 3.02, subsection iii.

Section 5.01 Committee Structure

(a) The Standing Committees of the SGC-MMC Senate shall be the Finance Committee, Rules, Legislation and Judiciary Committee, Student Advocacy Committee, Operational Review Committee and Internal Affairs Committee. It shall be the duty of these committees to present items for discussion and present solutions to the SGC-MMC Senate. These committees are to be chaired by SGC-MMC Senators.

(i) All SGC-MMC Senators must serve on at least one Standing Committee.

(ii) Committee Chairpersons, with the exception of the Finance Committee Chairperson (see Section 3.02, subsection iii), shall be chosen through an application process and appointed by a simple majority vote of the Senate. A Chairperson may be removed from office by a majority vote of the Senate, or by Judicial review.

(iii) A Chairperson may be removed from office by a majority vote of the Senate, or by Judicial review.

(iv) Each committee will be responsible for the selection of a vice-chairperson who is voted upon by the individual members of each committee during its first meeting.

(v) Committees shall meet at least twice a month to conduct business. Attendance and minutes shall be recorded by the vice chair-person, distributed and filed with the

Clerk of Council in the SGC-MMC office within 48 hours of the meeting’s adjournment.

(vi) Committee size, excluding the Finance Committee, shall be determined by the SGC-MMC Senate.

(vii) Committee chairpersons shall be expected to present a report to the Senate following each meeting. In their absence a Vice Chairperson or any other member should present the report.

(viii) Any official decisions and/or projects, initiatives and measures made by a Committee must be brought before the Senate for approval.

To remove the ambiguity in the SGC-MMC Statutes regarding the alleged entity being either the Executive Branch or the President

SECTION I. Short Title

This bill may be cited as “Clarification of the Executive involvement with the IAC of 2010”

SECTION II. Removing the ambiguity from section 5.06Internal Affairs Committee, due to its inability to differentiate whether the Executive is an individual or group.

Section 5.06 Internal Affairs Committee

(a) The purpose of the Internal Affairs Committee (IAC) is to ensure Senator compliance

with requirements, attendance at meetings, surveys, meetings with deans, and chairs.

(b) The committee will keep an active check on minutes, and ensure that legislation records

are kept, minutes are maintained and that all other compliance issues are kept, and

updated.

(c) The IAC will work with all of the members of the Executive branch, including the President, to ensure that the Internal Affairs Director keeps track of Executive office hours, and office requirements.

(d) This committee will ensure that the expenditure of each senator’s discretionary budget is

compliant with the Finance Policy of the SGC-MMC.
